Ocan Abigail Church is a lawyer whose practice sits at the intersection of law, public policy, artificial intelligence (AI) governance, and data protection. Her work focuses on supporting the responsible development, governance, and deployment of emerging technologies through legal, regulatory, and policy frameworks.

 

Abigail has contributed to the development of Responsible AI Tool-kits, Vendor Procurement Toolkit, and Data Protection Impact Assessment (DPIA) frameworks. She has also conducted legal and policy research on the use of AI in the healthcare, finance and banking, and commercial sectors, with a focus on responsible innovation, privacy, and data protection.

 

Currently, Abigail is actively involved in legal and policy research at DIFA Consultancy as an associate, where she contributes to the firm’s newsletters, thought leadership publications, capacity-building initiatives, and professional training programmes on AI governance, responsible AI, and data protection.

 

In addition to her research work, she drafts legal contracts, policy documents, regulatory advisory opinions, and proposals for private sector organizations, government institutions, and public entities, supporting them in developing governance frameworks that promote the ethical, lawful, and responsible deployment of AI technologies.
