Julia Morand

Researcher
Julia Morand is a Researcher at DIFA Consultancy, where she conducts research and analysis on digital governance, data governance, and AI policy issues. She contributes to global and regional policy discussions on AI governance, including the Global Dialogue on AI Governance and the UNESCO AI Readiness Assessment Methodology initiative in Djibouti, and supports the preparation and coordination of conferences and policy events across Geneva and the region.

Julia is an international law specialist with expertise in the right to education, gender equality, and human rights-based approaches. Prior to joining DIFA, she worked as an intern in the Education Policy Section at UNESCO Headquarters, where she contributed to institutional reports including the Global Education Report, conducted legal and policy analysis for human rights mechanisms such as the Universal Periodic Review and CEDAW, and supported the Justiciability of the Right to Education project.

She also serves as a consultant for Action for Development in Geneva, delivering training on child rights and child protection in Afghanistan.

Holding a Master’s degree in Public International Law from Jean Moulin Lyon 3 University, specialising in human rights and international protection mechanisms, and a Bachelor’s degree in Law from the same university, Julia brings a unique blend of legal, policy and research expertise to advancing responsible innovation, human rights-based governance and equitable digital transformation.
