AI Governance Efforts by the United Nations

In August 2025, UN Member States agreed to set up two new global AI governance mechanisms: i) The Global Dialogue on AI Governance, and ii) The Independent International Scientific Panel on AI, as part of the Global Digital Compact process. Under UNGA Resolution A/RES/79/325, the terms of reference and modalities for these were formally defined.

The resolution mandates a 40-member Scientific Panel, balanced by geography and gender, to issue an annual, evidence-based report to inform global AI policy debates. The Global Dialogue will bring together governments, civil society, academia, and industry in regular, inclusive forums to discuss best practices, risks, and cooperation in AI governance. These mechanisms aim to ground global AI policy in scientific evidence and inclusive debate. Their impact, however, will depend on independence, sustained funding, and whether their outputs meaningfully feed into national and regional AI strategies.
